<div><span><span>The Limestone District School Board has released the Student Census Achievement Report, its second report of data collected from the <a href="/board/studentcensus" target="_blank" title="Student Census 2020">See Yourself In Limestone Student Census 2020.</a></span></span></div>

<div><span>The focus of this report is traditional measures of student achievement and includes some information on student sense of belonging for groups who were not the subject of the previous report. The data in this report offers Limestone the opportunity to reflect on system practices. While available to the public, the target audience for this report is Limestone staff so the findings can be considered as part of their daily work. </span></div>

<div><span>Student achievement indicators are used to reflect the extent to which students are developing the desired skills and knowledge schools are meant to provide. This report uses indicators that are monitored at both the ministry and board levels: EQAO test results, credit accumulation, five-year graduation rate, suspensions and absences, and special education status. It also includes information on students’ reports of adult expectations and having caring adults at school. School boards are required under the Anti-Racism Act (2017) to collect voluntary demographic data from students and/or families, and to connect that data with existing achievement records to identify, monitor, and eliminate systemic racism. <br>
<br> Alison McDonnell, Superintendent of Education, explains the intention of the report is to identify groups of students experiencing systemic barriers to achievement. “This report is intended to stand as a comprehensive resource to be used throughout Limestone that identifies groups of students who are being underserved by the education system, as evidenced by negative disparities in educational outcomes.” <br>
<br> “These disparities demand action,” adds McDonnell. “As we develop strategies to address the information presented, Limestone staff will draw lessons from successful initiatives and enhance these areas of strength. This approach aims to foster classrooms free from bias, ensure equitable student achievement, and cultivate an environment centered on well-being."<br>

<span>More than 10,000 total surveys were completed by students and families in November and December 2020. The voluntary and confidential census asked a series of questions around identity and demographics to help the board better understand the diverse backgrounds, experiences, strengths and needs within our school communities. The overall goal of the student census is to improve achievement and well-being by identifying opportunities to help all students succeed.<br>

<p><span><span><span>In the spring of 2023, Educational Services </span><span>facilitated</span><span> a Special Education Review to gather input and feedback from various stakeholders related to special education supports and services within the school district. </span><span>As the needs of our students change, it is necessary to review and sometimes revise resources, supports, and services that are provided to students.</span><span> This review</span></span><span><span> </span><span>occurs ev</span><span>ery 5 years and </span></span><span>is part of our </span><span><span>ongoing</span><span> </span></span><span><span>process to ensure programs and services continue to meet the needs of all Limestone students in safe and inclusive learning environments. As with </span><span>previous</span><span> Special Education Reviews, goals of the review are to examine resource allocation, strengthen partnerships, leverage supports, and </span><span>identify</span><span> professional learning opportunities for staff. </span><span> </span></span><span> </span></span></p>

<p><span><span>Limestone students, staff, families, community members, and community stakeholders were consulted through an online survey platform, Thought Exchange, to collect a wide variety of data on the question, </span><span>“What key supports and services are important for students with special education needs to experience success at school and reach their full potential?”</span><span> </span><span> </span></span></p>

<p><span><span> </span></span></p>

<p><span><span><span>Two </span><span>sets of data were gathered during the review. </span><span>Initially, students with special education needs and their families were surveyed </span><span>in order to</span><span> elevate and prioritize the voices of those directly impacted by our support and services.</span><span> 2,934 participants responded to the question, sharing 3,569 unique </span><span>thoughts</span><span> and providing over 66,000 ratings</span><span>. </span><span>Following this, </span><span>additional</span><span> information was gathered from staff, students, </span><span>families</span><span> and community partners</span><span>. </span><span>474 participants responded to the question, sharing 510 unique </span><span>thoughts</span><span> and providing over 10,000 ratings</span><span>.</span><span> </span></span><span><span>Additional</span><span> focus group data was gathered through school visits and student, </span><span>guardian</span><span> and staff </span><span>interviews</span><span>. </span><span>The input shared by our students, families and school communities t</span><span>hrough the survey and focus groups</span><span> was important and impactful.</span></span><span> </span></span></p>

<p><span><span><span>On April 8, 2024</span><span>,</span><span> the southern portions of Limestone, including </span><span>Napanee</span><span> and Kingston</span><span>,</span><span> are in the pathway of a </span><span>total solar </span><span>eclipse. This is </span><span>a very rare</span><span> solar event which will result in complete darkness for a few minutes around 3:20 </span><span>p.m.</span><span> </span><span>during</span><span> that day. </span></span><span> </span></span></p>

<p><span><span><span>Given many students will be in transit at that time, or preparing for dismissal, the timing of the eclipse is not ideal from a supervision perspective to ensure </span><span>student </span><span>safety. </span><span>While we considered shifting the school day by </span><span>90 minutes</span><span> that day</span><span>, there are </span><span>several</span><span> logistical challenges</span><span> from a staffing and busing perspective, as well as a disruption to regular routines for families.</span></span><span> </span></span></p>

<p><span><span><span>As such, we consulted with our co-terminus school boards, </span><span>Algonquin</span><span> </span><span>and </span><span>Lakeshore Catholic District School Board</span><span> (ALCDSB)</span><span> and Hastings </span><span>and </span><span>Prince Edward District School Board</span><span> (HPEDSB)</span><span>, as well as Tri-Board Transportation, to propose moving the current Professional Activity Day scheduled for Friday, April 12, 2024, to Monday, April 8, 2024</span><span>.</span><span> This would ensure a similar</span><span> one-day</span><span> impact for families </span><span>during that </span><span>week</span><span>. </span></span><span> </span></span></p>

Passing of retired Trustee Elaine Crawford

<p><span><span>It is with sadness that the Limestone District School Board (LDSB) shares the passing of retired Trustee Elaine Crawford on November 18, 2023. The Board of Trustees and LDSB staff extend sincere condolences to Mrs. Crawford’s family and friends.</span></span></p>
<p><span><span>Mrs. Crawford served as a trustee for the Limestone District School Board and its predecessor Board, the Frontenac Board of Education, for 38 years from 1980-2018. This service as an advocate for public education is an impressive record. </span></span></p>
<p><span><span>“Elaine relished her role as a school board trustee and was always diligent in her responsibility to improve public education in Limestone,” says Krishna Burra, Director of Education.</span></span></p>
<p><span><span>Mrs. Crawford served as Vice-Chair of the Board, and on every committee and work team, as well as partner agencies of the Board such as the Limestone Learning Foundation and the Frontenac County Childcare Centre. Mrs. Crawford’s commitment to public education went beyond the local level and was involved at both the regional and provincial levels and served in various executive positions of the Ontario Public School Boards’ Association (OPSBA). </span></span></p>
<p><span><span>OPSBA recognized her on the 25<sup>th</sup> anniversary of her years of service with the infamous dinosaur award in 2006.</span></span></p>
<p><span><span>Mrs. Crawford began as a School Council member when her children were in elementary school and from there received her calling to serve the community on a broader level. She represented students and constituents of the City of Kingston-Districts Countryside and Pittsburgh, and the Frontenac Islands.</span></span></p>
<p><span><span>A Celebration of Life will be held Friday, December 8, 2023 from 6:00 - 8:00 p.m. at the Royal Canadian Legion Branch 560, 671 Montreal Road, Kingston.</span></span></p>

In the past couple of years, Limestone has tripled its contributions to support continued, student access to food in Limestone schools. <br>
<br> With the increased demand for food, and the higher cost of groceries, we are facing a food security crisis in many schools that is outpacing what can be provided to schools through the <a href="https://www.foodsharingproject.org/" target="_blank" title="Food Sharing Project">Food Sharing Project</a>. 'Snow Day' Season Prep

<span>During the winter, LDSB works closely with <a href="https://triboard.ca/snowdays/" target="_blank" title="https://triboard.ca/snowdays/">Tri-Board Student Transportation Services </a>to determine if it is safe to offer student transportation on inclement weather days.</span></span></span>

<div><span><span>When school bus transportation is cancelled due to poor weather or road conditions, Limestone schools remain open. When buses are cancelled in the morning, they are cancelled for the entire day. </span></span></div>

<div><span><span>We understand that cancelling transportation is inconvenient for families. We recommend creating backup plans for alternative travel or childcare when busing is not available. If a student is taken to school when buses are not running, it is the family’s responsibility to arrange their travel home at the end of the day.</span><br>
<br>
<span>Student walkers may proceed to school as usual if their parent/caregiver has deemed it safe to do so. In the City of Kingston, students may choose to use Kingston Transit. Families who choose to drop off their student(s) at the beginning of the school day must ensure they pick them up at the end of the regular school day. Students cannot be dropped off at school earlier than 15 minutes before classes are to begin, and they must be picked up immediately following afternoon dismissal.</span><br>
<br>
<span>Upon arrival, students should proceed directly to their first period/home classroom or take the direction of staff. </span><br>
<br>
<span>Sometimes smaller student attendance numbers and staff absences results in the consolidation of classes to continue learning while maximizing student supervision.<br>
<br> Students who must remain home due to a lack of transportation to school may participate in asynchronous learning from home where possible. Classroom teachers will provide students with direction and assignment of asynchronous work, likely through the class’s online learning management system.</span><br>
<br>
<span>If your student is staying home due to a bus cancellation, or due to inclement weather conditions, please use the Board's SafeArrival absence reporting tool to report their absence. There are two options to choose from regarding transportation:<br>
<span> </span><span>• </span><strong>Inclement Weather</strong> (all transportation types and walkers) for any inclement weather days when your student will not be attending school.<br>
<span> </span>• Transportation (not weather-related) for any non-weather-related transportation reason when your student will not be attending school (<strong><em>e.g., when a bus is cancelled due to a driver shortage</em></strong>).</span><br>
<br>
<span>As a reminder, the decision to cancel buses rests with Tri-Board Student Transportation. Tri-Board bus drivers, operators and municipal roads officials assess weather and road conditions between 4-6 a.m. on school days using a variety of data including accredited weather forecasters such as Environment Canada. </span><br>
<br>
<span>Tri-Board and the school board report decisions to cancel buses around 5:30/6 a.m. Decisions sometimes happen quickly and can be different across the district based on different circumstances or conditions. This may include a decision after 5:30/6 a.m. based on changing or worsening weather and/or road conditions. Tri-Board and the school boards makes their decisions with the best information available at the time. The guiding principle in making these decisions is always the safety of students, staff and volunteers working at our schools and centres.</span><br>

<p><span><span><span>Self-identified Indigenous caregivers are invited to submit an Expression of Interest to join the Limestone District School Board's (LDSB) Indigenous Education Committee (IEC). IECs were formed across the province in response to the recommendations put forward in the Ontario First Nations, Métis, and Inuit Education Policy for school boards to establish these committees and include representation from community members and local service delivery organizations (ex: Friendship Centres). </span></span></span></p>

I hope all families have had a good start to the 2023-2024 school year. As we move into the month of November, a brief brush with snow earlier this week, and the end of fall extracurricular seasons, I have some updates to share with you. </span></p><p class="editor-paragraph" dir="ltr"><span style="white-space: pre-wrap;"> </span></p><p class="editor-paragraph" dir="ltr"><span style="white-space: pre-wrap;"> </span></p><p class="editor-paragraph" dir="ltr"><span style="white-space: pre-wrap;">Phase 2: Strategic Planning Consultation </span></p><p class="editor-paragraph" dir="ltr"><span style="white-space: pre-wrap;"> </span></p><p class="editor-paragraph" dir="ltr"><span style="white-space: pre-wrap;">During the spring of 2023, the Limestone District School Board (LDSB) collected feedback from the Limestone community, including students, families, staff, and community partners, about their own or their student’s learning experiences, and their perspectives on the key strengths and opportunities of the board for the future. The feedback from families focused on what would help improve their child’s learning was extremely valuable. Thank you to all those who contributed as part of these engagements.</span><br><span style="white-space: pre-wrap;"> </span></p><p class="editor-paragraph" dir="ltr"><span style="white-space: pre-wrap;">This feedback was collated and combined with several other engagements with students, families, staff, and community partners to support the development of our new Multi-Year Strategic Plan.
