Cyber Incident Update for Former Staff - May 15, 2025
Dear Former Limestone DSB Staff Member,
In mid-April, Limestone experienced a cyber incident that required us to take all internet-based services down as a precautionary measure. Unfortunately, we can now confirm that the perpetrators of the cyber incident stole personal information about members of the Limestone District School Board (LDSB) community, including current and former staff members, some students, and some of their parents or guardians. We understand this news may be concerning, and we are deeply sorry that this has occurred.
All staff members currently employed by LDSB, as well as those who worked for LDSB between 1998 and January 2023, are impacted by this incident.
If you are in this group, your exposed personal information likely includes the following:
- Social insurance number
- Birthdate
- Gender
- Personal and emergency contact information (which may no longer be current)
- Bank account number
- Benefit information (may include change in plan notification/coverage, and medical device costs as covered by the Board. It does NOT include usage/individual claims or dependent information.)
- Employee number and e-serve PIN
- Ontario Ministry Educator Number (for teachers only)
- Employment start and end dates
For some of you in this group, it is possible that your exposed information includes the following:
- Staff photo from school photos
- Absence data with reason type (2020-21 school year)
Additionally, for very few staff, other information from 2005 to March 2025 that was exposed includes information about workplace investigations, grievances, accommodation/return-to-work plans, and other workplace matters.
We believe the risk of publication and misuse of the exposed information to be low. However, if you are in this group, LDSB will provide you with a two-year TransUnion® credit monitoring service, free of charge. This service will help you monitor for signs of identity fraud, so that you can react swiftly to protect yourself in the event of an identity theft attempt.
Current LDSB staff members have received a copy of this notice and further information about the credit monitoring service via their work e-mail address. LDSB will also mail this information to current staff who do not have reasonable access to a work e-mail and to affected former employees who worked for LDSB between April 2020 and April 2025. Please allow some time for delivery, which we aim to complete by the end of next week.
For former employees who worked for LDSB between 1998 and March 2020, you can contact the LDSB Cyber Incident 2025 Support Centre directly at 613-389-0194 Monday to Friday, 8 am – 4 pm, to access credit monitoring service at no charge. Please be prepared to answer questions to verify your identity before being able to access this service.
How can I protect myself?
As mentioned above, we believe the risk of publication and misuse of the exposed information to be low. Nonetheless, if you are eligible for credit monitoring, we encourage you to sign up. It is the best way to protect yourself against identity theft. Unfortunately, cyber incidents are occurring on a frequent basis, and impacting many individuals, public institutions and private companies.
All of us should always be vigilant in identifying phishing attempts and other suspicious communications and regularly check our account statements for unauthorized transactions.
The Canadian Anti-Fraud Centre (antifraudcentre-centreantifraude.ca) also provides additional information about how to protect yourself from identify fraud and other common frauds.

Former International Education Students and Families
In mid-April 2025, Limestone District School Board (LDSB) experienced a cyber incident that required us to take down all internet-based services as a precautionary measure. In May, we notified community members that the perpetrators of the cyber incident stole personal information about members of the LDSB community, following which we continued to analyze stolen information to identify the full extent of the exposure. Unfortunately, we can now confirm that the exposure affected families with students who participated in our International Education program. We understand this news may be concerning, and we are deeply sorry that this has occurred.
If you are in this group, your exposed personal information likely includes the following:
- LDSB student transcript
- Student profiles and applications (including photos, addresses, parent information, passports, school references, study permits, and school of origin transcript(s))
We are yet to learn of any misuse of the exposed information and believe the risk of publication and misuse to be low. However, if you are in this group and still reside in Canada, LDSB can provide you with a two-year TransUnion® credit monitoring service, free of charge. This service will help you monitor for signs of identity fraud, so that you can react swiftly to protect yourself in the event of an identity theft attempt. When did the cyber incident occur?
We identified we were under attack on April 16 and promptly retained expert assistance and re-secured our network. We informed the public we were responding to the incident on April 17 and continued to investigate. We learned about data theft, made efforts to understand what data was taken, and announced the privacy breach on May 15, 2025.
What is a cyber incident?
A cyber incident occurs when an unauthorized individual gains access to an organization’s computer network. The information can include general records and personal information.
How did this cyber incident occur?
We are currently working with experts to determine the origin and cause of the incident.
What data was taken?
While some of the records that were accessed were general in nature, we have confirmed that records containing personal information about identifiable individuals were also accessed. We have provided notifications to current and former staff who are affected as well as students and parents/guardians who are affected.
Has this been reported to the authorities?
Yes. We have reported the incident to the Kingston Police and the Information and Privacy Commissioner of Ontario (IPC).
Has the stolen data been published anywhere?
We have no evidence that the data has been published anywhere, and believe the risk of publication is low.
What can I do to protect myself?
We have offered affected employees and former employees a two-year credit monitoring service with TransUnion. This service detects signs of identity fraud so that protective measures can be taken. Registering for this service is one of the best ways to protect yourself. You can set up alerts to notify you if someone tries to open a credit account in your name.
Should I place a fraud alert on my credit report?
A fraud alert is a warning you can add to your credit report to alert potential lenders that you may be a victim of fraud. This may prompt them to take additional steps to verify identity. As the fraud alert can cause delays in transactions, the decision to place it is yours. Placing a fraud alert on your TransUnion record is free of charge. You may also choose to add a fraud alert to your Equifax credit file. We invite you to discuss this with the customer service agents at these two major credit bureaus.
Should I replace my bank account number and other identification numbers?
Registering for credit monitoring is one of the best ways to protect yourself. We are not recommending that employees or former employees attempt to change their bank account or other identification numbers. Social insurance numbers cannot be changed without proof of fraudulent use.
Why don't you offer subscriptions to both TransUnion and Equifax services?
Having both services is largely redundant.
Why don't you offer more than two years' credit monitoring?
Given the prevalence of cyber-attacks and data theft, the impact of an isolated incident is difficult to assess. In this context, many organizations offer a one-year credit monitoring service. We have chosen to provide a two-year service.
What should I do if I believe I am a victim of identity theft as a result of this incident?
If you have an identity theft problem that you believe is related to this incident, please notify us immediately at cyberincident2025@limestone.on.ca . Insurance is also available to those who have enrolled in the credit monitoring service we have provided.
Will registering for credit monitoring have an impact on my credit rating?
No, it will not affect your credit rating.
Why don't you provide credit monitoring to all students and parents concerned?
The exposed information relating to students and parents is more limited than that for employees and former employees.
How can parents/guardians be proactive?
Limit the amount of personal information shared online, use strong unique passwords for all online services, regularly monitor online activity, and be alert to suspicious communications.
