January 20, 2010

A meeting of the Education/Human Resources Committee was held in the Board Room at the Limestone Education Centre, 220 Portsmouth Avenue, Kingston, on Wednesday, January 20, 2010, at 4:30 pm.

Chair Brown called the meeting to order, welcoming those present to the meeting.

Approval of Agenda

MOVED BY Trustee Murray and seconded by Trustee Jackson that the agenda, as distributed, be approved.–Carried

Kindergarten Capacity Building Project

Superintendent Fraser-Stiff and Joanne Pratt, Elementary Program Consultant, provided information of the Kindergarten Capacity Building Project.

        In September 2009, LDSB was invited by the Ministry of Education to engage in a collaborative inquiry project focused on classroom practices in Kindergarten and Grade One.  A Board team consisting of a Kindergarten teacher, grade 1 teacher, primary consultant and elementary Principal attended a two day conference to develop the inquiry project and plans for implementation.  The focus of the project in Limestone is the promotion of oral language development in young learners.  Throughout the year the teachers will collect data and information on the improvement of oral language in their students.  The team will assess the results of the project and share their findings with the Ministry of Education in a written monograph.  The Ministry will collect and analyze all monographs across the province and share the results with Ontario boards and schools.

ITS Pilot Update

Manager Toms and Principal Mouncey provided an update about an ITS Pilot Project at Westdale Park and Napanee District Secondary School.  

Manager Toms provided an overview of the contents of OPSBA’s document entitled “What If.”  The presentation included a video illustrating a snapshot of the advancements in education over the years and the need to keep up with technology.  A key message included that new concepts and new ways of doing things should always be up for consideration while considering the benefits to student achievement and sustainability.

Principal Mouncey provided an overview of a pilot project underway at Westdale and NDSS involving mobile technology, netbooks, smartboards, elmo’s and other forms of classroom technology that was initiated in September 2009.  The purpose of the pilot is to explore various forms of classroom technology in terms of impact on student learning and engagement as well as to determine the infrastructure implications for sustainability and deployment system wide.  Mr. Mouncey reported that based on what we learn this year a Phase 2 of the pilot is being planned for next year.   The purpose of the pilot is to enable ITS to create a 5-7 year strategic plan that will enable IT to continue to meet the changing needs of our students and teachers.

Ernestown Secondary School French Focus Program

Superintendent Labrie and Superintendent Marsh provided information about the Ernestown Secondary School French Focus Program.
Superintendent Labrie outlined issues of sustainability related to the French Immersion Program at Ernestown Secondary School. Superintendent Marsh explained a possible program alternative that was outlined in an Administrative Report to the Director.  The report also recommends a consultation process to engage school communities related to the alternatives.  The consultation process and decision-making timeline is intended to be complete by the end of March, 2010.  This report was provided for information purposes.


Trustee D. Jackson inquired as to the status of the Leap and Challenge Review. Superintendent Fraser-Stiff indicated the report would be presented to the Education/ Human Resources Committee at its February meeting.  Trustee Jackson asked if this would still provide enough time to respond to any potential recommendations and Superintendent Fraser-Stiff indicated that there would be adequate time.
